As a mailer, you are paying for a certain weight of postage. The difference between the actual package weight that you are mailing and the package weight that you are required to pay for is called the "underweight" quotient. Effectively, you as a mailer are paying postage on weight you are not mailing.

By allowing third-party advertisers to ride along with your outgoing packages and by absorbing the weight, you can offset your cost of mailing by charging them a fee. As an advertiser, they not only benefit from a reduced mailing cost, but benefit from the implied endorsement of their advertising offer through its association with your brand.

The primary reason for outsourcing program management is to ensure that there is no need for you to increase staff or re-allocate resources to run the program. Remember, the goal is to fill unused postage that has already been paid to either offset mailing costs or produce revenue; it is not to become a media company. Entering into a reasonable agreement with a management company with a predetermined fee based on a percentage of sales generated protects you, the "Mailer," in that you only pay the manager if they generate revenue for you.
